Mother files lawsuit in son’s car chase death – ELIZABETH CITY DAILY ADVANCE

The mother of a young Perquimans County man killed in a car crash two years ago while participating in a N.C. Highway Patrol internship program has sued two state troopers, the patrol and East Carolina University.

Michael Higgins was a 22-year-old graduate of ECU’s criminal justice program when he was killed while participating in a university-sponsored ride-along program with the N.C. Highway Patrol. Higgins was a passenger in a vehicle driven by a state trooper that crashed during a highspeed chase.
